The Office of Student Discipline and Counseling (OSDC) was one of the administrative offices when Taiwan Provincial Normal College (the former name for NTNU) was founded in 1946. After the University Law was announced and enacted in 1994, the official title of OSDC was changed to the Office of Student Affairs (OSA). The professional duties of OSA include psychological counseling, life counseling, guidance of student extracurricular activities, guidance of hygiene and health, and other related affairs.

In accordance with the bylaw, approved by the 58th School Affairs Meeting on May 22, 1995, “the Office of Student Affairs directly oversees five divisions: Division of Life Affairs, Division of Extracurricular Activities, Division of Overseas Chinese and Foreign Student Affairs, Division of Student Affairs (College of Science), and Division of Hygiene and Health,” and the Meeting also upholds that “in matters concerning students’ psychological counseling, life counseling, sports activities, hygiene and health, and other related affairs, the Office of Student Affairs is empowered to seek assistance from and cooperation with the Student Counseling Center, Office of Military Training, Office of Sports, and Health Center.”
